What the clock means, where the data comes from, and what it cannot tell you.
One consistent starting point
We use the IMF World Economic Outlook (WEO) general government gross debt series. This includes domestic and external government debt within each country’s reported coverage. It is not total external debt, private debt, or debt owed only to the IMF. Coverage can differ between countries.
All indicators in a published snapshot must come from the same IMF release. Historical values may be estimates and remain subject to revision; this feed does not establish a country-specific “last actual” year.

First, we derive an annual USD debt estimate from the debt-to-GDP ratio and nominal GDP for the same country, year and release.
During a calendar year, the clock moves at a constant rate between the previous year’s derived amount and the current year’s derived amount. This is an illustrative calendar model, not a claim that the IMF forecasts daily debt. Country fiscal years can differ.
The calculation uses UTC and the actual length of the year, including leap years. Negative changes are allowed. If adjacent annual inputs are missing, the clock stops at an available dated annual figure; it never extrapolates beyond supplied inputs. Daily change is the model rate multiplied by 86,400.
Currency and supporting metrics
USD values use nominal GDP in US dollars. Local-currency values use the WEO identity: PPP GDP × implied PPP conversion rate = GDP in national currency. The resulting annual debt endpoints are interpolated independently. These are annual model conversions, not current exchange quotes. Currency changes require special care; local-unit displays for Zimbabwe and Somalia are withheld pending review.
Debt / GDP, GDP and population cards show the current annual source period, not ticking measurements. Debt per person uses annual derived debt divided by that year’s population; it is a statistical share, not a personal bill. Missing population makes this metric unavailable.
Coverage and publication checks
The directory contains Africa’s 54 UN member states, grouped into five regions using UN M49. It does not attempt to resolve territorial status. Countries remain selectable even when debt data is unavailable. There is no invented continent total or universal debt-risk threshold.
Refreshes accept only the listed IMF endpoint and validate units, release consistency and coverage before replacing the published snapshot. A failed refresh retains the last verified data. A recent retrieval date does not mean the underlying IMF release is new. New data sources require a documented source-policy change.

Parliamentary leadership, chamber membership counts and official directory links come from the Inter-Parliamentary Union’s Parline API. Each snapshot retains its retrieval date and the effective dates of source records. Suspended chambers have no current leadership or membership count displayed. Transitional institutions are labelled.
The named profiles cover parliamentary leadership, not every MP. Party affiliations, constituency assignments and personal asset declarations are not included. IPU records are adapted under the CC BY-NC-SA 4.0 licence; this licence applies to the adapted parliamentary dataset, not the application code.
Local funding is researched separately from government agencies, parliaments and official development partners. Each country retains its own programme name, source period and coverage status. A historical document does not establish current operation. An allocation is not a release or expenditure. No local fund amount is added to the sovereign debt clock.
The register includes a record or an explicit verification gap for every country. It is not a complete MP, project, contractor or transaction database.
